AECEF Newsletter 2/2003 is a special issue that presents the theory of self-government of economic-sustainable development. Professor Boris V. Prykin of Moscow Institute of Municipal Economy and Construction (MIKHIS) developed the theory. The Institute become the AECEF member in 2002 and has initiated that the theory and its incorporation into Civil engineering courses are discussed among the AECEF members, especially those who are interested in economical aspects of Civil engineering. Therefore, the presented paper is aimed to start informal discussion about the topic and its implementation in study programmes for Civil engineers. We are sure that the presented theory will attract attention of many AECEF members. The views and suggestions can be kindly sent to the AECEF office or directly to Professor B. V. Prykin.
