About AECEF

AECEF (The Association of European Civil Engineering Faculties with the participation of Civil Engineering faculties from non-European countries), founded in 1992, is an independent association of civil engineering faculties and their staffs, research institutes and companies, as well as professional organisations involved in civil engineering. It is a non-governmental, apolitical, non-profit making organisation, whose aims are to enhance cooperation among civil engineering faculties, disseminate the latest civil engineering research and teaching to the improvement of the environment, spread new technologies relevant to the Association, harmonize the curricula of civil engineering faculties and to advance teachers', research workers' and students' study and lecture visits between universities.

Members of the Association are 43 universities from 22 European countries and Canada. The headquarters of the Association is located in Prague and it is led by a Board consisting of 12 members, who are civil engineering professors from 11 different countries. Prof. Dr Jiri Witzany, Rector Emeritus of the Czech Technical University in Prague, is the present President of the Association.

The first AECEF Symposium was held in Prague in 1995, the second in Odense in 1997, the third in Cardiff in 1999, the fourth in Porto in 2002 and the fifth in Helsinki in 2005. The sixth Symposium will be held in Vilnius, Lithuania in May 28 – 30, 2008.

Objective and Scope

The 6th AECEF Symposium will concentrate on the challenges of Civil Engineering Education in Changing Europe. Papers for the Symposium will be selected on a scientific basis. Before acceptance, each paper will be reviewed by internationally recognized experts. It should be noted that the full range of Civil Engineering subjects are covered, including research, and multi-disciplinary papers are particularly encouraged.

Additionally, the Sixth AECEF General Assembly will be held during the Symposium. AECEF members will receive a separate invitation to attend the General Assembly.

The Symposium will be held from Wednesday, 28 May 2008 to Friday, 30 May 2008 in Vilnius, Lithuania.

 

Scientific Programme

The Scientific Programme will include Plenary Sessions followed by Working Sessions. The Plenary Sessions will include invited Keynote Speakers.

 

Language

The official language of the Symposium is English.

Publication

The Symposium Proceedings will contain only accepted papers. Conditions of acceptance are the quality of a paper and attendance/presentation at the Symposium by the author. Full papers will also be available on a CD-ROM.

 

Call for Papers

Individuals or teams wishing to present a contribution at the Working Sessions are invited to submit an abstract. The abstract of approximately 300 words should be in English. The Authors, E-mail address for correspondence, Title and Theme to which the abstract belongs should be given. TSUAB – a university lobby


Tomsk State University of Architecture and Building was founded in 1952. Now it is one of the biggest, wide ranging specialized institutions and leading Russian higher schools with a multilevel specialists training on fundamental and scientific problems in the field of architecture and construction. It is incorporated as the basic high school in the State program “Construction and architecture”.

Some information about the city: Tomsk is considered to be a student’s city because there are six universities here but it’s more famous for its wooden architecture and that’s why the architectural forum of 2005 became the key event for Tomsk. The staff, the students of TSUAB and Paolo Del Bianco, President of the Romualdo Del Bianco Foundation (Italy) were the organizers of that forum. Its program included XIV International review–competition of the best degree projects in architecture and design among the graduates of 2005, the International scientific conference on problems of architectural education and preservation of architectural heritage and scientific–methods seminar "The Bologna declaration and the concept of state architectural standards". About 400 representatives of home and foreign architectural high schools took an active part in these events.

 

TSUAB cooperates with the Ohio state university (USA), Ulsan University (Southern Korea), International Institute of Civil Engineers and Cambridge University (Great Britain), Romualdo Del Bianco Foundation (Italy), Goethe Institute (Moscow), Senior Experts Service (Germany), DAAD (Germany) and some foreign construction firms.

TSUAB was accredited by the Russian International Accreditation Board at MEng Level for the following specialities: “Industrial and Civil Engineering – ICE (2903)” and “Automobile Roads and Aerodromes Engineering – ARAE (2910)”, and recognized by the Institution of Civil Engineers (Great Britain) in 2004.

 

There are 97 professors, DScs, and 315 candi­dates of science, PhDs inclusive. The total number of full and part time students is 11247. The number of instructors and personnel is 1497. Teaching and research are carried out at 41 departments staffed with more than 400 lecturers (37 departments are headed by the professors).

 

Within the structure of TSUAB there are 5 Institutes - Institute of Non – stop education that has a right to conduct license training and professional certification of managers and specialists from various construction and municipal plants or firms, Institute of Distance Education, Research Institute of Building Materials, Institute of Forestry, Institute of Geoinformation Technologies and Land Register, 2 international centers for training specialists, 3 scientific councils on 7 specialties (road building machinery, building materials and items, technology and organization of industrial and civil construction, hydrogeology, etc )  and 5 scientific laboratories.

 

A multilevel system of education is performed in the University. Graduates of it can get

a) bachelor's degree in 3 lines in construction, architecture and management (the course lasts 4 years).

b) master’s degree in techniques and technology on 17 programs in construction (the course lasts 6 years)

c) specialist's degree in 22 programs (the course lasts 5 years, but Faculty of Architecture – 6).

 

Postgraduate programs provide training in 24 specialties: theory of architecture and town building, building materials and goods, technology and organization of industrial and civil engineering, road building machinery, construction mechanics, bridge and tunnel construction, hydrogeology, water supply and sewage system, construction and road machines and equipment, engineering geology, physics of solid substances and others.

The campus of TSUAB includes 10 study buildings and laboratories, a scientific library housing 64000 books, students’ halls of residence for 2500 persons, recreation centre, and refectory. International Competition of the Best Diploma Projects of Students of Civil Engineering Faculties

International Competition of Scientific Research and the Best Diploma Projects of students of Civil engineering faculties is organized by Scientific division of Sustainable Development of European Academy of Informatization (EAI - Brussels) in association with Russian Fund of Global Movement of Intellectuals for Sake of Self-conservation of Human, Society, Nature (Moscow) and Russian Chamber of Construction Experts (Moscow) and supported by Association of European Civil Engineering Faculties (AECEF) and many construction institutes of CIS (former USSR), including the Moscow Institute of Municipal Economy and Construction (MIKHIS), the AECEF member.

 

The name of the event is "Sustainable Development of Systems of Cities and Territories" and it is focused but not limited on problems of organization, economics and management.

 

The aim of the competition is to encourage the best works of students, graduates and young scientists of CIS countries, including participation of students from European countries. The competition will take place in Prague.

Procedure of the International Competition

1.      The International competition of scientific research and best diploma projects of students of civil engineering faculties in Prague (Czech Republic) (hereinafter – Competition) was established by following scientific research organizations

·        European Academy of Informatization (Belgium),

·        Fund of Global Movement of Intellectuals for Sake of Self-conservation of Human, Society, Nature (Russia),

·        Association of European Civil Engineering Faculties (AECEF);

·        Russian Chamber of Construction Experts (Russia)

and with participation of

·        Moscow State Construction University (Russia),

·        Moscow Institute of Municipal Economy and Construction (Russia),

·        ASN Experts & Consultants (Czech Republic).

2.      The Competition is being held for stimulating scientific and innovative activity of students and young scientists, raising the level of their professionalism, forming a database of higher educational establishments’ graduates and their recruitment potential.

3.      The Competition is held in the following directions (nominations):

a. Economic problems of the development of regions, branches and enterprises;

b. Managing of the development of regions, branches and enterprises;

c. Organizational problems of the development of regions, branches and enterprises.

4.      The Competition venue is the city of Prague (Czech Republic). Dates of Competition – annually. The first competition will be held on 30 October - 2 November 2007 during the 5th International Conference "Construction and Real Estate: Expertise and Appraisal".

5.      The preparation and hosting of the Competition are conducted by the Committee of the International competition of scientific research and best diploma projects of students of civil engineering faculties in Prague (hereinafter – Committee).

6.      The Committee reviews the works registered for the Competition, evaluates them and makes the final decisions on the distribution of prize awards that are definitive and could not be changed. The decisions of the Committee are captured in protocols.

7.      Committee decisions are made by open voting by a simple majority vote provided that not less than a half of the session's staff is present. In case of an equal number of votes “for” and “against”, the opinion of the presiding at the session Committee Co-Chairman will be decisive.

8.      Diplomas and scientific research projects, independently written by students of higher education establishments from any country that conforms to the requirements, are eligible for participation in the Competition.

9.      Project submission deadline – October 1 of the current year. Project can be submitted by express mail (DHL) and/or by email to the Committee’s email address. In case of the late submission the Committee reserves the right to reject such projects from participation in the Competition.

10.   Projects submitted to the Competition shall not be given reviews to or returned.

11.   Along with the projects their authors submit an application for the Competition, as well as payment for organization expenses in the amount of 50 Euro.

12.   Scientific supervisors, authors and/or their representatives may personally participate in the presentation of dissertations. In this case the amount of payment for organization expenses is going to be 150 Euro per person (including any fees paid before).

13.   Competition winners are awarded standard diplomas either personally or by express mail. In case of a lost diploma a duplicate will not be issued.

 

Requirements to diplomas and scientific research projects

to be presented at the International Competition of Scientific Research and the Best Diploma Projects of students of Civil engineering faculties

 

A. Requirements to diplomas

1. Requirements to the topics of diplomas.

Diplomas on the following topics written either in the current or in the previous academic year are eligible for participation:

1a)   economics of enterprises, branches, regions, investment and innovative processes;

1b)   management of enterprises, branches, regions, cities, local government, as well as management of social and economic processes that occur in them;

1c)   organization of economic and social processes and of managing of these processes.

2. Requirements to the form of presentation of the diplomas.

The diplomas are presented in the form of a brief presentation with the following requirements:

2a)   form of the presentation - a brochure consisting of 15 – 20 F4 pages;

2b)   information must only be written on the front side of the pages. The text must be written in Times New Roman font, size 12, single interval. The size of margins is not limited. Font size on the title page is not limited;

2c)   one may use any form of illustrative information (tables, graphs, pictures, schemes, etc.). One may use any font size and type under illustrations.

3. Requirements to the contents of diplomas.

3a)   the first page represents a title page written in the English language. The form and the example of the title page can be found in the Appendix;

3b)   the second page features the table of contents of the diploma. In the top half of the page – in the language of the original and in the bottom half – in English.

3c)   on the third and fourth pages one presents a brief summary of the diploma in the language of the original. In the summary one indicates the purpose of the diploma, provides a logical sequence of rendering and structure of the diploma. One gives a brief summary of each of its chapters. At the end one presents major conclusions.

3d)   the subsequent 1 – 2 pages feature the summary of the diploma, translated into the English language.

3e)   the remaining pages feature illustrative material that discloses the main clauses of the diploma that is set fourth in the sequence corresponding to the table of contents.  Explanations to illustrations are written in the language of the original with a foot-note translation into the English language.

 

B. Requirements to scientific research projects

The requirements to scientific research projects are the same as the majority of requirements to diplomas provided above with the exception of requirements to the contents of a brief summary (see points 3c and 3e).

The summary of a scientific research project must contain its purpose in the form of a formulated scientific problem or task that is attempted to be resolved by the author, a description of a methodological approach to its solution and the final result achieved by the author.

 

Procedure on the Committee

for the International Competition of Scientific Research and the Best Diploma Projects of students of Civil engineering faculties in Prague (Czech Republic).

The Committee for the International Competition of Scientific Research and Best Diploma Projects of students of Civil engineering faculties in Prague (Czech Republic) (hereinafter – Committee) is created by the scientific and educational organizations that established this Competition to the end of performing the process of its preparation and conduct. The Committee is not a legal entity.

The Committee is composed of:

1.      General Secretary of Association of European Civil Engineering Faculties (AECF)(Czech Republic) – Dr. J. Vaska – Co-Chairman of the Committee;

2.      Vice-President of the European Academy of Informatization (Belgium) - Professor B. Prykin - Co-Chairman of the Committee;

3.      Vice-President of the Fund of Global Movement of Intellectuals for the Sake of Self-Conservation of Human, Society, Nature (Russia) - Professor V.Silin;

4.      Dean of Faculty of Civil Engineering of the Czech Technical University in Prague (Czech Republic) - Professor Z. Bitnar;

5.      Rector of Moscow Institute of Municipal Economy and Construction (Russia) - Professor A. Kalguin;

6.      Vice-president of Russian Chamber of Construction Experts - Dr. S. Zakharov.

The posts of two equal Co-Chairman of the Committee are established for the sake of performing its current activities. Plenary sessions of the Committee take place under alternating supervision of each of the Co-Chairman, and on special occasions - according to the procedure defined by them.

The maximum number of the members of the Committee is nine. Decisions on making changes to staff composition of the Committee are taken by presenting a majority of its votes to one or both Chairman.

1.      The main purposes of the Committee are as follows:

2.      Active provision of information on the Competition to the public using the Internet, mass-media of various countries, business and personal connections of its members with higher educational establishments.

3.      Determination of the kind and form of awards for the winners of the Competition. Arrangement of awards’ manufacturing.

4.      Development of the schedule of the Committee’s sessions and making of corresponding decisions.

5.      Analysis and selection of projects submitted to the Competition. Performed by the Committee members at the request of Co-Chairman.

6.      Formation of a list of projects accepted for participation in the Competition is performed by Co-Chairman.

7.      Selection of the winning projects of the Competition and awarding their authors. Performed at the Committee’s plenary sessions.
