Astrakhan Civil Engineering Institute (ACEI) was founded in 1992 on the basis of the Head of the Administration of Astrakhan region decree (No 230 from September 16, 1992) for training in 653500 “Building construction” directions on the following specialties:

In 2008 the Vocational school (VS ACEI) was joined to ACEI. Besides
Enotaevskiy branch of ACEI and representation of ACEI in Ikryanoe of Astrakhan
region were opened.
At present time the direction of the institute is
carried out by the rector of Astrakhan Civil Engineering Institute.
The management of the guidelines for action is carried
out by the rectorate of ACEI consisting of the First Vice-principal, the

open a laboratory for biotesting of potable, natural, waste and underground

Besides in 2009 Astrakhan college of Economics and Building industry
with its laboratory facilities plans to join to ACEI as the second level of
vocational education.

In 2007 the regeneration of the urban historical environment of the
“Kosa” zone of Astrakhan as well as modernization and renewal of the existent
development of the zone were made.
In 2008 the project of the research center for sturgeons
fish-rearing was developed at Privoljskiy district of Astrakhan region.
In 2008 the project of the tourist and recreational zone was
developed at Zaboldinskiy district of Astrakhan.
In 2008 the project of the Athletic Club was developed at
Rastopulovka village Privoljskiy district of Astrakhan region.

There are the following research works and development
projects in the field of Industrial and Civil Engineering:
1.
In 2008 under the
priority-oriented theme “The strength, durability and longevity providing of
the single-floor industrial building equipped with ceiling travelling cranes”
the design procedure of industrial buildings with various structural schemes
for loads appeared during the ceiling travelling cranes work was developed.
This design procedure makes it possible to take into account dynamic loads of
the cranes as well as skeleton of building under ceiling travelling crane
impact. This theory makes it possible to calculate the distortion both cranage
crampon and building, yielding of soil foundation, skeleton of building longitudinal
braces impact on building torsional rigidity etc. These theoretical data are
confirmed by the numerous in-place tests of industrial buildings with cranage
crampon. So these data are effective used in the standardized documents and
designing.This design procedure makes it possible to provide no-failure
operation of building under construction and to save material resources during
the designing and reconstruction.
2.
In 2002 under the theme “The
Piled and slabby and Piled and girder foundations on the compact-grained
macadam base” the construction of the piled and slabby (girder) foundations was
developed. It had composite structure combined advantages of both foundations.
In comparison with the girder foundation or piled foundation the piled and slabby
foundation bearing capability was 50-70% higher under vertical loads and 20-100
% higher under horizontal loads.
3. In 2007 under the theme “The sports complex with undulated shape cover” the calculation of undulated shape cover was done. The cover consists of cylindrical shell disposed centrally and transfers into the frontal parts of cable-stayed structure.
In 2007 the research works in usage of binding substance from
production waste for sand fixation and soil densification during gas
transmission pipelines, product pipelines construction as well as for back
slope of motor road and railways, channels, electric power pylon foundation
etc. were made.
In 2001 the test of sand and ground impregnation by chemical
compositions consisting of 4% clay water solution, dump oil and sulfur
production residual was made. It makes possible to achieve quite heavy duty
revetment.
4.
In 1998 under the theme “The
framed-binding multistorey building structures with seismic and doline
resistance” the calculations of the building structures with higher seismic and
doline resistance were made. It was achieved by means of taking into account
the characteristic vibrations, diaphragm plate activity not only under
horizontal but under vertical loads, finger connections at the diaphragm joints
and main load carrying structure joints etc. were made. Buildings containing
such constructions have higher resistance to progressive-type fracture.
5.
Under the theme “The modern
design and technology of the auger pile with angular stone widening for multistorey
buildings and bridge pillar construction” the search of the efficient modes for
elimination deformations of the high-rise buildings and large span structures
placed at loose ground was put into effect.

Under the theme “The method of
subfoundation anchoring by thermal baking during the building and
reconstruction at collapsible soil” the new method of the depth baking was
developed. The main point of the method is in the stable action on soil mass by
heat current. The heat current characteristics provide the formation of
hardened foundation, solid monoliths and constructions with preassigned
properties. These properties can be retained for defined operating period.
The use high temperatures in the thermostrengthened processes of
grounds makes the field of the method practical application wider because
grounds not dissolved under high temperatures can be sintered and melted down.
In 2007 the work oriented to composition of investment optimization
into liquidation of ramshackle and dangerous to use available housing was
carried out.
In the field of Energy-saving
technologies
In 2007 the techno-economic decision for underpopulated human settlements heating was prepared. At the villages Vyazovka and Starisa, Chernoyarskiy districk, techno-economic characteristics were defined and the choice of the optimal scheme of heat supply system was found.

In 2008 the project “Wind water demineralizer” for districts of
The technical result consists in providing the opportunity of
demineralization districts with mineralized and low-mineralized water. The
water demineralizer functions in different modes: feeble wind, moderate wind
and strong wind.
This “Wind water demineralizer” can find wide use in the Southern
Regions of Russia with the arid climate and lack of fresh water.
The bed of contact filter for natural and sewage water cleaning was
developed and prepared for use.
In 2008 the wastewater and add-on
technology for low flowing aerobic biological pond was developed and prepared
for use. This technology can be used for all hydrological and biological
methods of water purification. In accordance with the technology the artificial
low flowing reservoirs are made. All natural wastewater and add-on processes
are used in these reservoirs.
In the field of Geodesic
research
There are the following research works and development projects in
the field of Geodesic research:
In 2007 the physical and mechanical base of intelligent treatment of
geological investigations was developed.
In 2007 the research of the geotechnical type-design practice of
Prikaspiy massive material was made.
All these works were tested and were appraised at the largest
International scientific and practical forums which took place as in
In 2003 the postgraduate studies on the specialty 05.23.17 “Mechanics
of structures” was opened in ACEI.
Besides in 2009 the postgraduate studies is opened on the following

water-resources conservation
05.23.03. Heat supply, ventilation, air-conditioning, gas-supply and
lighting.
In 2010 the postgraduate studies will be opened on the following
